Role Purpose

The Portfolio and Program Management Leader provides oversight of the portfolio management and project management capabilities (tools, processes, and people) to ensure that business and IT investment in discretionary and non-operational spend is prioritized, sequenced for delivery, and effectively governed throughout the lifecycle such that business objectives are met and expectations for delivery can be appropriately set. Key responsibilities include providing oversight of the portfolio of IT investments and in-flight projects, the establishment of and adherence to portfolio and project management methodologies and toolsets that support enterprise analysis of demand and initiation of projects and programs to respond to that demand, and delivery of programs and projects.


  • Manages individual(s) including but not limited to: hires, trains, assigns work, manages & evaluates performance, conducts professional development plans. Ensures that the productivity and actions of that group meet/support the overall operational goals of the department as established by department leadership.
  • Develops and adheres to departmental staffing, revenue and/or expense budgets. Responds to changes in the business which may affect the ability to achieve the budget goals.
  • Understand the service portfolios and the market(s) they exist in through regular research and interaction with business users internally and externally to BJC, enabling a broad view of the services’ capabilities, competition and roadmap.
  • Initiate and govern the delivery of IT related initiatives through optimizing the management of resources, work plans, milestones, risk, expectations, budgets and quality to meet the objectives of the business; understand, prioritize and manage the supply and demand for IT products and services. Establish and drive accountability to project management principles, methods and techniques (e.g.: agile methodologies). Leverage technology, such as Jira, to provide a standardized, consistent and organized platform to aid in effective planning, managing and forecasting of projects.
  • Collaborate to ensure project and portfolio ROI/NPV and BUSINESS value realization, and that the contribution of team members towards achieving business objectives are consistently measured and incentivized.
  • Develop, on a defined periodic basis, financial trending/performance/analysis reports, and inform IT management and other stakeholders through written and verbal communication methods; monitor, assess and report to key stakeholders IT's spend on goods, services, and projects, inclusive of supplier spend.
  • Identify and cultivate relationships with key stakeholders representing a broad range of functions and levels; use informal networks to break down barriers and facilitate work activities where necessary; build strong external networks with people in the industry or profession.
