Role Purpose

The HR Compliance Manager partners with senior leadership and key functional leaders to develop, promote, influence and maintain a culture of compliance across the BJC system. This position leads critical system-wide initiatives to ensure that all functions within HR comply with federal, state and local employment laws and regulations. This position also focuses on the implementation and execution of compliance activities, conducting effective training and education, as well as identifying process improvement opportunities.


  • Partners with senior leadership to develop system-wide initiatives related to standardizing and building out HR compliance capabilities; works with process owners across the system to ensure the governance and consistent application of compliance practices; leverages technology to streamline processes; works collaboratively with leadership and the HR team members to foster a culture of compliance integrity throughout HR.
  • Establishes, reviews and updates organizational procedures & processes for operational compliance with all federal, state and local employment laws and regulations (e.g., Affirmative Action Plans, EEO, I-9, etc.); leads the system's response to regulatory HR reporting requirements. Obtains relevant regulatory documentation to afford a reasonable basis for analysis, judgment and conclusions; stays current with applicable government rules and regulations and maintains current compliance information; monitors regulatory watch activities on new and developing laws and regulations; develops standards to measure compliance program integrity effectiveness and works continuously to improve program effectiveness.
  • Promotes the enhanced awareness and understanding of existing HR laws and regulations; stays abreast of new/emerging compliance issues and best practices; works with various HR functions to develop training programs regarding the importance of employment law compliance; develops tools, forms and educational materials to improve compliance integrity performance.
  • Conducts HR process audits; evaluates efficiency of internal controls; tracks delivery against program objectives; identifies gaps and recommends/implements action plans to remediate risks. Identifies, establishes and maintains metrics to demonstrate progress toward goals and effectiveness of the compliance program; compiles, analyzes and integrates reports, benchmarks, data and metrics for continuous improvement of the compliance program and outcomes.
  • Serves as the primary liaison to the Legal department to ensure compliance with all aspects of the employment relationship; responsible for day-to-day logistics to support legal needs; helps mitigate and manage HR risks and compliance related projects.
