The system Payroll department is responsible for ensuring timely, accurate payment to employees for work performed in their respective positions. The department ensures appropriate practices and policies are in place to drive accuracy and compliance.

Role Purpose

Develops strategy and provides oversight of all services and activities of the payroll and accounts payable functions for the BJC Health System, including establishment of all policies, procedures, budget, long range planning and operational technology.


Responsibilities

  • Manages individual(s) including but not limited to: hires, trains, assigns work, manages & evaluates performance, conducts professional development plans. Ensures that the productivity and actions of that group meet/support the overall operational goals of the department as established by department leadership.
  • Designs and oversees the services of the payroll and accounts payable functions for the BJC Health System. Develops a strategy for Accounts Payable and Payroll that incorporates implementation contemporary technology with appropriate internal and security controls. This includes implementation and validation of a strong system of internal controls. Maintains and regularly publishes a complete listing of the payment approval levels for Accounts Payable and Payroll.
  • Directs the evaluation and implementation of information system and operational technologies to improve payroll and payables operations and overall internal controls. Maintains performance metrics to monitor operations to support fact based decision making.
  • Establishes policies and procedures governing disbursement activities including communication and training of disbursement policies and procedures. Establishes policies to ensure outgoing cash is in alignment with current Treasury policies. Interface with internal and external auditors, as well as local, state, and federal agencies. Coordinate with Internal Auditors and third party recovery firms to ensure proper level of internal controls.
  • Leads integration activities for all acquisition/merger work involving disbursements. Participates as an integral member of cross-functional teams to review /implement business improvements. Forges relationships with other departments (including HR, Payroll, Supply Chain, ERP team, Accounts Payable) to provide seamless payroll and pay cycles.
